New Financial Product and Service Debuts

American Express and GE Consumer Finance says that GE Consumer Finance will be issuing American Express-branded credit cards in the United States. Dillard’s, the large department store chain, will be the first to issue a store-branded Amex card. Separately, Amex says that McDonalds USA will be accepting American Express’ ExpressPay contactless cards. Bank of Hawaii Corp. says it will be issuing Visa and American Express credit cards to consumers, and Visa credit cards to businesses. MBNA will be the acquirer. Corillian Corp. says that Texans Credit Union is using Corillian’s consumer banking and small business banking products. Texans is a $1.5 billion credit union in Richardson, Tex. (Contact: Corillian Corp.503-629-3770)

E*Trade Financial Corp. says it’s offering its customers complete fraud coverage, plus bill payment and privacy protection, effective immediately. E*Trade will reimburse any customer losing money on E*Trade from fraud or if a brokerage, banking or loan payment is not sent as instructed, and will sell no customer’s personal information to any third party marketer. Fiserv, Inc.’s Information Technology, Inc. unit says it’s offering its customers VASCO Data Security International’s Digipass  token authentication devices. (Contact: Information Technology, Inc., 402-421-4211)

JPMorgan Chase & Co.’s Chase Bank U.S.A., NA unit says that BP renewed its credit card deal with Chase that it will also be handling BP’s proprietary card. BP is a large gasoline retailer. (Contact: Chase Card Services, 302-282-6150)

Lipman Electronic Engineering Ltd. says that the Industrial and Commercial Bank of China (ICBC) is using Lipman point-of-sale terminals in ICBC’s EMV (Europay, MasterCard, and Visa) initiative, designed to allow the use of international credit cards in China.(Contact: Lipman Electronic Engineering Ltd., 972-3-902-9730)

Metavante Corp. says it’s merging its Advanced Financial Solutions, Endpoint Exchange Network, TREEV and VECTORsgi units into a new division called Metavante Image Solutions. Gary L. Nelson, who is on Metavante’s executive committee, will be president. (Contact: Metavante Corp., 414-357-3688)
